Government Code § 487.112","heading":"ADOPTION AND DISTRIBUTION OF RULES.","body":"(a) The department shall adopt reasonable rules to enforce the requirements, conditions, and limitations under this subchapter.\n(b) The department shall set the rate of interest charged on a forgivable loan under this subchapter.\n(c) The department shall adopt rules necessary to ensure compliance with the federal Civil Rights Act of 1964 (42 U.S.C.
