Health and Safety Code § 31.004","heading":"ADMINISTRATION.","body":"(a) The executive commissioner shall adopt rules necessary to administer this chapter, and the department shall administer the program in accordance with those rules.\n(b) The executive commissioner by rule shall:\n(1) establish the administrative structure of the program;\n(2) establish a plan of areawide administration to provide authorized services;\n(3) designate, if possible, local public and private resources as providers; and\n(4) prevent duplication by coordinating authorized primary health care services with existing federal, state, and local programs.\n(c) The department shall prescribe the design and content of all necessary forms used in the program.\nActs 1989, 71st Leg., ch. 678, Sec. 1, eff.
