Health and Safety Code § 363.0615","heading":"RESPONSIBILITY FOR REGIONAL PLANNING.","body":"(a) A council of governments has primary responsibility for the regional planning process.\n(b) A planning region may be divided into subregions as part of the regional planning process. If a planning region is divided into subregions, the council of governments with jurisdiction in the planning region may assist the local governments constituting a subregion to develop a joint local solid waste management plan that provides for solid waste services for solid waste generated within that subregion.\n(c) A council of governments may:\n(1) employ personnel necessary to carry out the regional planning process, including an administrator for each subregion if subregions are established; and\n(2) adopt rules necessary to carry out responsibilities concerning the regional planning process.\n(d) In this section, \"council of governments\" means a regional planning commission created under Chapter 391, Local Government Code.\nAdded by Acts 1990, 71st Leg., 6th C.S., ch. 10, art. 2, Sec. 31(b), eff.
