Health and Safety Code § 363.144","heading":"ADJUSTMENT OF RATES FOR ADEQUATE REVENUE.","body":"A public agency shall adopt and adjust the rates charged for solid waste management services so that revenues, together with taxes levied to support the services, will be sufficient to pay:\n(1) the expense of operating and maintaining the solid waste management system, including a resource recovery system;\n(2) the public agency's obligations under a contract; and\n(3) the public agency's obligations under and in connection with bonds issued that are secured by revenues from the solid waste management service or a solid waste management system, including a resource recovery system.\nActs 1989, 71st Leg., ch. 678, Sec. 1, eff.
