The highest rate factor associated with a classification based on the number of employees and dependents of a small employer may not exceed by more than 20 percent the lowest rate factor associated with a classification based on the number of employees and dependents of a small employer.\nAdded by Acts 2003, 78th Leg., ch. 1274, Sec. 3, eff.
