Local Government Code § 378.002","heading":"CREATION OF ZONE.","body":"A municipality may create a neighborhood empowerment zone covering a part of the municipality if the municipality determines the creation of the zone would promote:\n(1) the creation of affordable housing, including manufactured housing, in the zone;\n(2) an increase in economic development in the zone;\n(3) an increase in the quality of social services, education, or public safety provided to residents of the zone; or\n(4) the rehabilitation of affordable housing in the zone.\nAdded by Acts 1999, 76th Leg., ch. 305, Sec. 1, eff.
