Local Government Code § 383.021","heading":"COUNTIES AUTHORIZED TO CREATE DISTRICTS.","body":"(a) The commissioners court of a county with a population of 400,000 or less, on petition of the owners of land in a proposed district, may commence the creation of a county development district.\n(b) The creation of the district is subject to a confirmation election held as provided by this chapter.\nAdded by Acts 1995, 74th Leg., ch. 995, Sec. 5, eff.
