Special District Local Laws Code § 3972.0109","heading":"CONSENT OF MUNICIPALITY AND ENTITLEMENT AGREEMENT REQUIRED.","body":"The board may not impose an assessment, issue bonds, or hold an election to authorize the issuance of bonds until:\n(1) the governing body of the city by ordinance or resolution consents to the creation of the district and to the inclusion of land in the district; and\n(2) the city and the owner or owners of a majority of the assessed value of real property in the district negotiate and execute a mutually approved and accepted entitlement agreement regarding the development of land in the district.\nAdded by Acts 2019, 86th Leg., R.S., Ch. 1010 (H.B. 4730), Sec. 1, eff.
