Special District Local Laws Code § 3981.0202","heading":"QUORUM.","body":"(a) Three members of the board constitute a quorum regardless of whether the board has five or six members.\n(b) A majority vote of a quorum of the board is required for official action.\n(c) For purposes of determining the requirements for a quorum of the board, the following are not counted:\n(1) a board position vacant for any reason, including death, resignation, or disqualification; or\n(2) a director who is abstaining from participation in a vote because of a conflict of interest.\nAdded by Acts 2019, 86th Leg., R.S., Ch. 1266 (H.B. 4693), Sec. 1, eff.
