Special District Local Laws Code § 6901.003","heading":"DECLARATION AND FINDINGS.","body":"(a) The legislature declares that the district is:\n(1) essential to the accomplishment of the purposes of Section 59, Article XVI, Texas Constitution; and\n(2) a municipal corporation.\n(b) The legislature finds that:\n(1) the district is created to serve a public use and benefit; and\n(2) all land and other property included in the district are, and will be, benefited by the creation of the district and the improvements that the district purchases, constructs, or otherwise acquires.\nActs 2003, 78th Leg., ch. 1277, Sec. 1, eff.
