Special District Local Laws Code § 8509.0003","heading":"FINDINGS OF BENEFIT AND PUBLIC PURPOSE.","body":"(a) The legislature finds that:\n(1) all land included in the district will benefit from the improvements to be acquired and constructed by the district; and\n(2) the district is created to serve a public use and benefit.\n(b) The accomplishment of the purposes stated in this chapter is for the benefit of the people of this state and for the improvement of their property and industries. The district, in carrying out the purposes of this chapter, will be performing an essential public function under the Texas Constitution.\nAdded by Acts 2019, 86th Leg., R.S., Ch. 468 (H.B. 4172), Sec. 1.03, eff.
