Transportation Code § 223.101","heading":"DEFINITIONS.","body":"In this subchapter:\n(1) \"Highway emergency\" means a situation or condition of a designated state highway that:\n(A) poses an imminent threat to life or property of travelers; or\n(B) substantially disrupts the orderly flow of traffic and commerce.\n(2) \"Highway improvement contract\" means a contract awarded by the department for the construction, repair, or maintenance of a designated state highway or any part of that highway.\nActs 1995, 74th Leg., ch. 165, Sec. 1, eff.
