Transportation Code § 551A.031","heading":"OPERATION ON PUBLIC LAND OR BEACH; SAFETY CERTIFICATE REQUIRED.","body":"(a) A person may not operate an off-highway vehicle on land owned or leased by the state or a political subdivision of the state that is not open to vehicular traffic unless:\n(1) the land is public off-highway vehicle land; and\n(2) the operation is in compliance with:\n(A) this chapter; and\n(B) Chapter 29, Parks and Wildlife Code.\n(b) A person may not operate an off-highway vehicle on public off-highway vehicle land or a beach unless the person:\n(1) holds a safety certificate issued under this chapter or under the authority of another state;\n(2) is taking a safety training course under the direct supervision of a certified off-highway vehicle safety instructor; or\n(3) is under the direct supervision of an adult who holds a safety certificate issued under this chapter or under the authority of another state.\n(c) A person to whom a safety certificate required by Subsection (b) has been issued shall:\n(1) carry the certificate when the person operates an off-highway vehicle on public off-highway vehicle land or a beach; and\n(2) display the certificate at the request of any law enforcement officer.\nActs 1995, 74th Leg., ch. 165, Sec. 1, eff.
