Utilities Code § 121.152","heading":"INITIATION OF REGULATORY PROCEEDING.","body":"The railroad commission shall exercise power under Section 121.151:\n(1) on:\n(A) its own motion;\n(B) the petition of a person or county commissioner's precinct showing a substantial interest in the subject;\n(C) the petition of the attorney general; or\n(D) the petition of a district or county attorney of a county in which any portion of a business subject to this chapter is conducted; and\n(2) after notice has been given.\nActs 1997, 75th Leg., ch. 166, Sec. 1, eff.
