Utilities Code § 52.051","heading":"POLICY.","body":"In adopting rules and establishing procedures under this subchapter, the commission shall:\n(1) attempt to balance the public interest in a technologically advanced telecommunications system providing a wide range of new and innovative services with traditional regulatory concerns for:\n(A) preserving universal service;\n(B) prohibiting anticompetitive practices; and\n(C) preventing the subsidization of competitive services with revenues from regulated monopoly services; and\n(2) incorporate an appropriate mix of regulatory and market mechanisms reflecting the level and nature of competition in the marketplace.\nActs 1997, 75th Leg., ch. 166, Sec. 1, eff.
