Utilities Code § 53.001","heading":"AUTHORIZATION TO ESTABLISH AND REGULATE RATES.","body":"(a) Except as otherwise provided by this title, the commission may establish and regulate rates of a public utility and may adopt rules for determining:\n(1) the classification of customers and services; and\n(2) the applicability of rates.\n(b) A rule or order of the commission may not conflict with a ruling of a federal regulatory body.\nActs 1997, 75th Leg., ch. 166, Sec. 1, eff.
