Utilities Code § 54.154","heading":"APPLICATION FOR CERTIFICATE.","body":"(a) The commission may grant a certificate to encourage an innovative, competitive, and entrepreneurial business to provide telecommunications services.\n(b) An applicant for a certificate must:\n(1) file with the application:\n(A) a sworn statement that the applicant has applied for each municipal consent, franchise, or permit required for the type of services and facilities for which the applicant has applied; and\n(B) a description of the services the applicant will provide;\n(2) show the areas in which the applicant will provide the services;\n(3) demonstrate that the applicant has the financial and technical ability to provide services; and\n(4) demonstrate that the services will meet the requirements of this subchapter.\nActs 1997, 75th Leg., ch. 166, Sec. 1, eff.
