Utilities Code § 56.102","heading":"TELECOMMUNICATIONS RELAY ACCESS SERVICE.","body":"(a) The commission shall adopt and enforce rules establishing a statewide telecommunications relay access service for the use of a person with an impairment of hearing or speech.\n(b) The commission rules shall provide that the service must:\n(1) use specialized communications equipment, such as a telecommunications device for the deaf, and operator translations; and\n(2) meet the criteria provided by Sections 56.103, 56.104, and 56.105.\nActs 1997, 75th Leg., ch. 166, Sec. 1, eff.
