Water Code § 61.112","heading":"EMPLOYEES AND COUNSEL.","body":"(a) The commission may employ assistant engineers and other employees which are necessary and may determine their compensation.\n(b) The commission may retain counsel to represent the district in the preparation of contracts or in the conduct of any proceedings in or out of court and to be the legal advisor of the commission on terms and for fees agreed on by the parties.\nActs 1971, 62nd Leg., p. 110, ch. 58, Sec. 1, eff.
