{"data":{"id":"us-ut/utah-code-10-20-401","jurisdiction":"us-ut","citation":"Utah Code § 10-20-401","heading":"General plan required -- Content.","body":"(1) To accomplish the purposes of this chapter, a municipality shall prepare and adopt a comprehensive, long-range general plan for:\n(a) present and future needs of the municipality; and\n(b) growth and development of all or any part of the land within the municipality.\n(2) The general plan may provide for:\n(a) health, general welfare, safety, energy conservation, transportation, prosperity, civic activities, aesthetics, and recreational, educational, and cultural opportunities;\n(b) the reduction of the waste of physical, financial, or human resources that result from either excessive congestion or excessive scattering of population;\n(c) the efficient and economical use, conservation, and production of the supply of:\n(i) food and water; and\n(ii) drainage, sanitary, and other facilities and resources;\n(d) the use of energy conservation and solar and clean energy resources;\n(e) the protection of urban development;\n(f) if the municipality is a town, the protection or promotion of moderate income housing;\n(g) the protection and promotion of air quality;\n(h) historic preservation;\n(i) identifying future uses of land that are likely to require an expansion or significant modification of services or facilities provided by an affected entity; and\n(j) an official map.\n(3) Subject to Section 10-20-404, the municipality may determine the comprehensiveness, extent, and format of the general plan.\n(4) Except for a city of the fifth class or a town, on or before December 31, 2025, a municipality that has a general plan that does not include a water use and preservation element that complies with Section 10-20-404 shall amend the municipality's general plan to comply with Section 10-20-404.","path":["Title 10 Utah Municipal Code","Chapter 10-20 Municipal Land Use, Development, and Management Act","Part 10-20-4 General Plan"],"source_url":"https://le.utah.gov/xcode/Title10/Chapter20/10-20-S401.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"4c6c3e2482b9c542cc476470e2a34b6af33b323dfa0bbc5108af9eedaed04cd2","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-10-20-305","next":"us-ut/utah-code-10-20-402"},"notice":"GroundRules: Original legal text.
