{"data":{"id":"us-ut/utah-code-13-51-102","jurisdiction":"us-ut","citation":"Utah Code § 13-51-102","heading":"Definitions.","body":"(1) \"Division\" means the Division of Consumer Protection established in Section 13-2-102.\n(2) \"Prearranged ride\" means a period of time that:\n(a) begins when the transportation network driver accepts a passenger's request for a ride through the transportation network company's software application; and\n(b) ends when the passenger exits the transportation network driver's vehicle.\n(3) \"Software application\" means an internet-connected software platform, including a mobile application, that a transportation network company uses to:\n(a) connect a transportation network driver to a passenger; and\n(b) process passenger requests.\n(4) \"Transportation network company\" means an entity that:\n(a) uses a software application to connect a passenger to a transportation network driver providing transportation network services;\n(b) is not:\n(i) a taxicab, as that term is defined in Section 53-3-102; or\n(ii) a motor carrier, as that term is defined in Section 72-9-102; and\n(c) except in certain cases involving a motor vehicle with a level four or five automated driving system, as defined in Section 41-26-102.1, does not own, control, operate, or manage the vehicle used to provide the transportation network services.\n(5) \"Transportation network driver\" means:\n(a) an individual who:\n(i) pays a fee to a transportation network company, and, in exchange, receives a connection to a potential passenger from the transportation network company;\n(ii) operates a motor vehicle that:\n(A) the individual owns, leases, or is authorized to use; and\n(B) the individual uses to provide transportation network services; and\n(iii) receives, in exchange for providing a passenger a ride, compensation that exceeds the individual's cost to provide the ride; or\n(b) a level four or five automated driving system, as that term is defined in Section 41-26-102.1, when the automated driving system operates the vehicle and is used to provide a passenger a ride in exchange for compensation.\n(6) \"Transportation network services\" means, for a transportation network driver providing services through a transportation network company:\n(a) providing a prearranged ride; or\n(b) being engaged in a waiting period.\n(7) \"Waiting period\" means a period of time when:\n(a) a transportation network driver is logged into a transportation network company's software application; and\n(b) the transportation network driver is not engaged in a prearranged ride.","path":["Title 13 Commerce and Trade","Chapter 13-51 Transportation Network Company Registration Act","Part 13-51-1 Registration"],"source_url":"https://le.utah.gov/xcode/Title13/Chapter51/13-51-S102.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"f1e0b1231b8a5624f7e8099e721bfb296c8a23e327dfa7142d95365984907c92","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-13-50-304","next":"us-ut/utah-code-13-51-103"},"notice":"GroundRules: Original legal text.
