{"data":{"id":"us-ut/utah-code-35a-1-207","jurisdiction":"us-ut","citation":"Utah Code § 35A-1-207","heading":"State workforce services plan -- Economic service area plans.","body":"The State Workforce Development Board shall annually maintain and update a state workforce services plan that includes:\n(1) a four-year strategy, as described in 29 U.S.C. Sec. 3112, for the following core programs:\n(a) youth services;\n(b) adult employment and training services;\n(c) dislocated worker employment and training services;\n(d) adult education and literacy activities;\n(e) employment services; and\n(f) vocational rehabilitation services;\n(2) a strategy for aligning and coordinating the core programs;\n(3) a strategy for coordinating the workforce needs of job seekers and employers in the various regions of the state;\n(4) planning to ensure that employment centers address the requirements of the special employment needs population, including:\n(a) individuals who have special employment needs based on factors such as race, gender, age, disability, economic status, education, language skills, or work history; and\n(b) an \"individual with a barrier to employment\" as that term is defined in 29 U.S.C. Sec. 3102;\n(5) a mechanism for getting consumer and public feedback on department programs;\n(6) projected analysis of the workforce needs of employers and clients;\n(7) state outcome-based standards for measuring program performance to ensure equitable service to all clients;\n(8) strategies to ensure program responsiveness, universal access, and unified case management;\n(9) strategies to eliminate unnecessary barriers to access services; and\n(10) strategies to provide assistance to employees facing employment dislocation and their employers.","path":["Title 35A Utah Workforce Services Code","Chapter 35A-1 Department of Workforce Services","Part 35A-1-2 Organization"],"source_url":"https://le.utah.gov/xcode/Title35A/Chapter1/35A-1-S207.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"b9fbc9cc9b7f0951d5721892a6931f0adf4ea14613b3be29688491fff94c6aa4","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-35a-1-206","next":"us-ut/utah-code-35a-1-301"},"notice":"GroundRules: Original legal text.
