{"data":{"id":"us-ut/utah-code-49-20-422","jurisdiction":"us-ut","citation":"Utah Code § 49-20-422","heading":"Coverage of pregnancy and childbirth services, including doula, direct- entry midwife, and birthing center services.","body":"(1) As used in this section:\n(a) \"Doula\" means an individual who:\n(i) provides information and physical and emotional support:\n(A) to a pregnant or postpartum individual; and\n(B) related to the pregnant or postpartum individual's pregnancy; and\n(ii) is certified by one or more organizations approved by the program.\n(b) \"Pregnancy and childbirth services\" means services provided to a pregnant individual before, during, or shortly after childbirth:\n(i) by a doula for the services described in Subsections (1)(a)(i) and (ii); and\n(ii) at a birthing center that:\n(A) is licensed under Title 26B, Chapter 2, Licensing and Certifications, or accredited by the Commission for the Accreditation of Birth Centers; and\n(B) may include services by a direct-entry midwife licensed under Title 58, Chapter 77, Direct-Entry Midwife Act, if the direct-entry midwife is engaged in the practice of direct-entry midwifery, as defined in Section 58-77-102.\n(c) \"Qualified individual\" means a covered individual who is:\n(i) within the state employees' risk pool; and\n(ii)\n(A) is pregnant; or\n(B) was pregnant within the past six months.\n(2) For a plan year that begins on or after July 1, 2023, and before July 1, 2026, the program shall cover pregnancy and childbirth services to a qualified individual.\n(3) The program may establish limits for coverage under Subsection (2), including limits based on:\n(a) the type or number of services provided;\n(b) a qualified individual's physical or emotional condition; and\n(c) conditions for provider participation.\n(4) The program shall report to the Health and Human Services Interim Committee on or before October 1 of each year regarding coverage provided under Subsection (2), including:\n(a) covered providers;\n(b) covered services;\n(c) provider payment rates;\n(d) covered-individual cost sharing;\n(e) total provider payments and covered-individual cost sharing; and\n(f) any indicators of whether pregnancy and childbirth services covered under Subsection (2) have:\n(i) reduced pregnancy or postpartum coverage costs; or\n(ii) improved pregnancy or postpartum care.","path":["Title 49 Utah State Retirement and Insurance Benefit Act","Chapter 49-20 Public Employees' Benefit and Insurance Program Act","Part 49-20-4 Insurance Program"],"source_url":"https://le.utah.gov/xcode/Title49/Chapter20/49-20-S422.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"db15efc9d1c5dbe161f18c2515687fb67c1fe529b52fe2a173d449a267a5cf7a","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-49-20-421","next":"us-ut/utah-code-49-20-501"},"notice":"GroundRules: Original legal text.
