{"data":{"id":"us-ut/utah-code-53e-3-1004","jurisdiction":"us-ut","citation":"Utah Code § 53E-3-1004","heading":"Community engagement for early literacy.","body":"(1) As used in this section, \"Title I school\" means a school that receives funds under Title I of the Elementary and Secondary Education Act of 1965, 20 U.S.C. Sec. 6301 et seq.\n(2) The state board shall:\n(a) partner with a private business or nonprofit organization to annually provide personal, home-use, age-appropriate printed books or digital books with accompanying electronic reading devices to students:\n(i) who attend:\n(A) a school that participates in partnerships that receive grants under Title 53F, Chapter 5, Part 4, Partnerships for Student Success Grant Program; or\n(B) a Title I school; and\n(ii) at a minimum, in kindergarten through grade 3; and\n(b) provide students a choice of language where possible.\n(3) The state board shall develop and promote a website that provides resources for teachers and other educational support personnel to:\n(a) support targeted activities and strategies for parents to support at-home reading; and\n(b) beginning in the 2028-2029 school year, integrate social studies content with literacy instruction, supporting both early literacy goals and social studies learning objectives described in Section 53E-4-205.3.\n(4) The state board shall contract with one or more organizations that have expertise in coordinating community resources to:\n(a) provide training and coaching to community, school, and parent engagement coordinators; and\n(b) for a school that is not participating in a partnership that receives a grant under Title 53F, Chapter 5, Part 4, Partnerships for Student Success Grant Program:\n(i) assess the presence of existing community school infrastructure; and\n(ii) provide necessary supports for parent, community, and business engagement, including services and coordination support.","path":["Title 53E Public Education System -- State Administration","Chapter 53E-3 State Board of Education Organization, Powers, and Duties","Part 53E-3-10 Early Literacy"],"source_url":"https://le.utah.gov/xcode/Title53E/Chapter3/53E-3-S1004.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"82635137acb8fae7ae6f19553acb85de1bf053e59e44cbdc8a31d1a67130960d","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-53e-3-1003","next":"us-ut/utah-code-53e-3-1101"},"notice":"GroundRules: Original legal text.
