{"data":{"id":"us-ut/utah-code-53f-5-501","jurisdiction":"us-ut","citation":"Utah Code § 53F-5-501","heading":"Definitions.","body":"As used in this part:\n(1) \"Blended learning\" means a formal education program in which a student learns:\n(a) at least in part, through online learning with some element of student control over time, place, path, and pace;\n(b) at least in part, in a supervised brick-and-mortar location away from home; and\n(c) in a program in which the modalities along each student's learning path within a course or subject are connected to provide an integrated learning experience.\n(2) \"Extended learning\" means learning opportunities outside of a traditional school structure, including:\n(a) online learning available anywhere, anytime;\n(b) career-based experiences, including internships and job shadowing;\n(c) community-based projects; and\n(d) off-site postsecondary learning.\n(3) \"Grant program\" means the Personalized, Competency-Based Learning Grants Program created in this part.\n(4) \"Institution of higher education\" means an institution listed in Section 53H-1-102.\n(5) \"Personalized, competency-based learning\" means a system of learning in which the following principles influence the daily actions of the educational community:\n(a) students are empowered daily to make important decisions about the students' learning experiences, how the students will create and apply knowledge, and how students will demonstrate the students' learning;\n(b) assessment is a meaningful, positive, and empowering learning experience for students that yields timely, relevant, and actionable evidence;\n(c) students receive timely, differentiated support based on the students' individual learning needs;\n(d) students progress based on evidence of mastery rather than by hours of attendance;\n(e) students learn actively using different pathways and varied pacing;\n(f) strategies to ensure equity for all students are embedded in the culture, structure, and pedagogy of schools and education systems; and\n(g) rigorous, common expectations for learning, including knowledge, skills, and dispositions, are explicit, transparent, measurable, and transferable.\n(6) \"Review committee\" means the committee established under Section 53F-5-502.\n(7) \"STEM\" means science, technology, engineering, and mathematics.","path":["Title 53F Public Education System -- Funding","Chapter 53F-5 State Funding -- Initiative Grant Programs","Part 53F-5-5 Personalized, Competency-based Learning Grants Program"],"source_url":"https://le.utah.gov/xcode/Title53F/Chapter5/53F-5-S501.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"d67f49880a7f0dbb9b4b13a9fcf1692c268391b2106b081f11fcebe735f35990","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-53f-5-406","next":"us-ut/utah-code-53f-5-502"},"notice":"GroundRules: Original legal text.
