{"data":{"id":"us-ut/utah-code-54-19-103","jurisdiction":"us-ut","citation":"Utah Code § 54-19-103","heading":"Authority over Internet protocol-enabled services and voice over Internet protocol services.","body":"(1) A state agency and political subdivision of the state may not, directly or indirectly, regulate Internet protocol-enabled service or voice over Internet protocol service.\n(2) The regulatory prohibition in Subsection (1) does not:\n(a) affect or limit the enforcement of criminal or civil laws, including consumer protection and unfair or deceptive trade practice laws, that apply to the conduct of business;\n(b) affect, limit, or prohibit the current or future assessment of:\n(i) a tax;\n(ii) a 911 fee;\n(iii) a universal service fund fee;\n(iv) a telecommunication relay fee; or\n(v) a public utility regulatory fee;\n(c) affect or modify:\n(i) a right or obligation of any telecommunications carrier under 47 U.S.C. Sec. 251 and 47 U.S.C. Sec. 252;\n(ii) any commission obligation to implement or enforce federal law;\n(iii) a duty or power of the commission, under 47 U.S.C. Sec. 251 and 47 U.S.C. Sec. 252, including arbitration and enforcement of an interconnection agreement;\n(iv) any obligation for the provision of video service by any person; or\n(v) the application of Section 54-8b-2.1; or\n(d) affect the authority of the state or a political subdivision of the state to manage the use of a public right of way, including any requirement for the joint use of utility poles or other structures in the right of way.","path":["Title 54 Public Utilities","Chapter 54-19 Regulation of Internet Protocol Services"],"source_url":"https://le.utah.gov/xcode/Title54/Chapter19/54-19-S103.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"9ae0f72e2f8df296af5e41d24b6993418700643705ac71a2fe5126e96a7469fd","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-54-19-102","next":"us-ut/utah-code-54-20-101"},"notice":"GroundRules: Original legal text.
