{"data":{"id":"us-ut/utah-code-63c-25-203","jurisdiction":"us-ut","citation":"Utah Code § 63C-25-203","heading":"Debt affordability report.","body":"(1) No later than November 1 each year, the state treasurer, with assistance from the Governor's Office of Planning and Budget and the Office of the Legislative Fiscal Analyst, shall prepare and submit a debt affordability report to the commission and the Revenue and Taxation Interim Committee.\n(2) The debt affordability report shall include:\n(a) as determined by the state treasurer, the amount of tax-supported debt that, during the next fiscal year and annually for the following nine fiscal years:\n(i) will be outstanding; and\n(ii) has been authorized but is not yet issued;\n(b) a projected schedule of affordable, state tax-supported debt authorizations for the next fiscal year;\n(c) projected debt-service requirements during the next fiscal year and annually for the following nine fiscal years based upon:\n(i) existing outstanding debt;\n(ii) previously authorized but unissued debt; and\n(iii) projected bond authorizations;\n(d) the criteria that recognized bond rating agencies use to judge the quality of issues of bonds issued by the state; and\n(e) any other information that is relevant to:\n(i) the state's ability to meet its projected debt service requirements;\n(ii) the ability of the state to support additional debt service;\n(iii) the interest rate to be borne by, the credit rating on, or any other factor affecting the marketability of state bonds; and\n(iv) the effect of authorizing new tax-supported debt on each of the considerations described in this Subsection (2).","path":["Title 63C State Commissions and Councils Code","Chapter 63C-25 State Finance Review Commission","Part 63C-25-2 State Finance Review Commission"],"source_url":"https://le.utah.gov/xcode/Title63C/Chapter25/63C-25-S203.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:33Z","sha256":"6e359dad32a777268f12855813b8b45b3ab6aa71e9cc574cc97b228eaa1b675e","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-63c-25-202","next":"us-ut/utah-code-63c-27-101"},"notice":"GroundRules: Original legal text.
