{"data":{"id":"us-ut/utah-code-63n-20-106","jurisdiction":"us-ut","citation":"Utah Code § 63N-20-106","heading":"Audit and evaluation.","body":"(1) The state auditor shall every three years:\n(a) conduct an audit of the contractor's use of funds for UPSTART; or\n(b) contract with an independent certified public accountant to conduct an audit.\n(2) The office shall:\n(a) require the contractor to open the contractor's books and records relating to the contractor's expenditure of funds to the state auditor or the state auditor's designee;\n(b) reimburse the state auditor for the actual and necessary costs of the audit; and\n(c) contract with an independent, qualified evaluator, selected through a request for proposals process, to evaluate the home-based educational technology program.\n(3) The evaluator described in Subsection (2)(c) shall use, among other indicators, assessment scores from an assessment described in Section 53G-7-203 to evaluate whether the contractor has effectively prepared preschool children for academic success as described in Section 63N-20-102.\n(4) Of the money appropriated by the Legislature for UPSTART, no more than 7.5% of the appropriation not to exceed $600,000 may be used for the evaluation and administration of the program.","path":["Title 63N Economic Opportunity Act","Chapter 63N-20 Upstart"],"source_url":"https://le.utah.gov/xcode/Title63N/Chapter20/63N-20-S106.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:34Z","sha256":"1aa5cf0a4eff07853d7dd2d2ac6650f5b33cc348fd5d8c61367d2f2d0a2fd15f","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-63n-20-104","next":"us-ut/utah-code-63n-20-107"},"notice":"GroundRules: Original legal text.
