{"data":{"id":"us-ut/utah-code-64-9b-1","jurisdiction":"us-ut","citation":"Utah Code § 64-9b-1","heading":"Legislative findings.","body":"(1) The Legislature finds that it is in the best interest of the state for the department to:\n(a) develop job opportunities to further enhance the rehabilitation of inmates of the Utah state prison;\n(b) establish and actively work toward the goal that all inmates shall be productively involved in a treatment, education, or work program, or a combination of these programs, as appropriate, except for inmates who the department determines have a physical or mental disability, or pose a danger to the public, so that they are unable to engage in these activities; and\n(c) submit a comprehensive management plan outlining the department's plan to meet this goal to the Legislature on or before November 1 of each even-numbered year, and the plan shall include:\n(i) a cost-effective analysis of current inmate education, treatment, and work programs; and\n(ii) a study of the feasibility of expanding inmate work programs, particularly in regard to programs that:\n(A) are not capital intensive;\n(B) do not unfairly compete with existing Utah industry; and\n(C) are designed to increase the motivation, develop the work capabilities, and foster the cooperation of inmates.\n(2) The Legislature further finds that a proper means to accomplish this is through a liberal application of this chapter.","path":["Title 64 State Institutions","Chapter 64-9b Work Programs for Prisoners"],"source_url":"https://le.utah.gov/xcode/Title64/Chapter9b/64-9b-S1.html","current_through":"2026 General Session","vintage":"","retrieved_at":"2026-09-03T11:34:34Z","sha256":"7260f825477fe403ac094312c198a1a0424e387f23cdb9f541c0d6ff6cd3cd25","source_id":"us-ut","stale":false,"prev":"us-ut/utah-code-63o-2-602","next":"us-ut/utah-code-64-9b-2"},"notice":"GroundRules: Original legal text.
