A concessionaire or vendor shall be considered any person selling goods or services, either personally or through employees or representatives, to other persons within the enclosure, whether the sales are made to the public or persons holding permits issued by the commission. A person shall submit an application for the appropriate permit, meet all of the requirements set forth in this chapter pertaining to holders of permits, and his participation shall be in accordance with the provisions of this chapter.","path":["Title 11.
