When any racing official is unable to discharge his duties, the stewards may appoint a substitute;\n\n2. The stewards may name a substitute jockey or driver for any horse;\n\n3. The stewards may designate a substitute trainer for any horse; and\n\n4. In the event of illness or injury to a horse or any other emergency before the start of a race, the stewards may excuse the horse from racing.","path":["Title 11. Gaming","Agency 10.
