Who will be engaged primarily in the business of selling lottery tickets;\n\n2. Who is a board member, officer, or employee of the  Virginia Lottery  or who resides in the same household as a board member, officer, or employee of the  agency; or\n\n3. Who is a board member, officer, or employee of any vendor to the  agency of lottery ticket goods or services, working directly on a contract with the  agency, or whose business owns, is owned by or controlled by, or affiliated with that vendor.","path":["Title 11.
