The final determination on an application, which shall include the reason or reasons if an applicant is found ineligible;\n\n2. The imminent expiration of program authority and funding;\n\n3. A notice of action to deny, cancel, or suspend program benefits which shall:\n\na. Include a statement of the proposed action, the reason for the action, and the statutory or regulatory authority for the action;\n\nb. Include notification of the right to appeal the action;\n\nc.
