The state agency shall maintain a system of receiving, documenting and investigating all complaints submitted by retailers, participants, proxies, caretakers, parents, and the general public. On the basis of a written complaint, the state agency may take action against participants and retailers that abuse or misuse program benefits as outlined in the State Plan and  retailer manual.\n\nB. The state agency shall forward complaints of both alleged discrimination and civil rights violations to the Secretary of Agriculture as required by  7 CFR Part 246.","path":["Title 12.
