Upon approval of the plans and specifications, the commissioner will issue a permit to the owner to construct or modify the waterworks in accordance with the approved plans and specifications.\n\nB. The construction permit shall be valid for a period of five years. If construction has not begun within five years but were to proceed in the future, then the owner shall reapply for a new construction permit.\n\nC.
