The elements for VPP shall include the following requirements for VPP participation:\n\n1. Upper management leadership and active and meaningful employee involvement;\n\n2. Systematic assessment of occupational hazards;\n\n3. Comprehensive hazard prevention, mitigation, and control programs;\n\n4. Employee safety and health training; and\n\n5. Safety and health program evaluation.\n\nB. The commissioner shall establish written procedures to address applicant and participant requirements concerning the elements and sub-elements appropriate to the program:\n\n1. Management commitment;\n\n2. VPP commitment;\n\n3. Employee involvement;\n\n4. Contract worker coverage;\n\n5. Safety and health management system evaluation;\n\n6. Worksite analysis;\n\n7. Baseline and comprehensive safety and industrial hygiene hazard analysis;\n\n8. Hazard analysis of routine jobs, tasks, and processes;\n\n9. Hazard analysis of significant changes;\n\n10. Pre-use analysis;\n\n11. Documentation and use of hazard analysis;\n\n12. Routine self-inspections;\n\n13. Hazard reporting system for employees;\n\n14. Industrial hygiene (IH) program:\n\na. IH surveys;\n\nb. Sampling strategy;\n\nc. Sampling results;\n\nd. Documentation;\n\ne. Communication;\n\nf. Use of results;\n\ng. IH expertise;\n\nh. Procedures; and\n\ni. Use of contractors for IH surveys;\n\n15. Analysis of injury, illness, and near-hit incidents;\n\n16. Trend analysis;\n\n17. Hazard prevention and control;\n\n18. Certified professional resources;\n\n19. Hazard elimination and control methods:\n\na. Engineering;\n\nb.  Administrative;\n\nc. Work practices; and\n\nd. PPE;\n\n20. Hazard control programs;\n\n21. Compliance with applicable Virginia unique occupational safety and health regulations;\n\n22. Occupational health care program;\n\n23. Preventative maintenance of equipment;\n\n24. Tracking of hazard correction;\n\n25. Disciplinary system;\n\n26. Emergency preparedness and response; and\n\n27. Safety and health training.","path":["Title 16. Labor And Employment","Agency 25.
