Section 56-579 of the Act requires RTE policies that are not unduly discriminatory and that are consistent with the orderly development of competition in the Commonwealth.\n\nB. Accordingly, RTEs shall:\n\n1. Be governed independent of competitive interests;\n\n2. Allow their decision-makers full discretion and appropriate incentives to achieve all the policies of this chapter; and\n\n3.
