The commission shall  determine  the  need for and amount of any appropriate administrative charge.\n\n1.  Any administrative charge  deemed necessary by the commission may include  items such as the following  general categories of costs, to be demonstrated by the utility:\n\na. Transmission and distribution costs;\n\nb. Standby generation and balancing costs;\n\nc. Non-bypassable charges established by the commission or otherwise by law; and\n\nd. Other administrative costs, including such as any banking, balancing, and storing fees related to the utility's processing and handling of the excess bill credits.\n\n2. Certain of these costs  may be determined by reference to rates approved in parallel rate proceedings before the commission and  may be updated automatically  when those rates are adjusted for the utility's customer population. Other components of the administrative charge  may be  reevaluated and determined by the commission in  annual a proceeding convened at the commission's discretion pursuant to this section.\n\nB. The bill credit shall be calculated in accordance with  20VAC5-342-60 F and § 56-585.1:12 D of the Code of Virginia.","path":["Title 20. Public Utilities And Telecommunications","Agency 5.
