At a minimum, this process shall describe:\n\n1. Applicable procurement rules to be used in the appeals process;\n\n2. Designation of an impartial officer to hear and pass on the dispute or claim;\n\n3. Form and timing of the claim to be filed;\n\n4. Right of the claimant to counsel;\n\n5. Hearing procedures;\n\n6. Manner and timing of the hearing officer's opinion;\n\n7. Right to appeal to the  Virginia Department for Aging and Rehabilitative Services; and\n\n8.
