Any operator of a commercial vessel who knowingly fails to file a Ballast Water Control Report form with the commission within the applicable time period set forth in this regulation, or who knowingly makes any false statement in a Ballast Water Control Report form submitted to the commission, shall be guilty of a Class 1 misdemeanor.\n\nB. The commission may take samples of ballast water and sediment, examine documents, and make other appropriate inquiries to assess the compliance of any vessel subject to this regulation while that vessel is in Virginia waters.","path":["Title 4.
