The department has sufficient financial  and staff resources to support the  request and that, on balance, the benefits of the  request justify the department's involvement;\n\n2. The  request will not interfere significantly with department programs or operations, particularly those of the operating units that would participate in the proposed research; and\n\n3. The  request is compatible with the purposes and goals of the juvenile justice system and with the department's organization, operations, and resources.","path":["Title 6.
