In such times when the Virginia General Assembly has imposed a moratorium on construction and reimbursement of construction costs, the sponsor shall follow the requirements of this chapter.\n\nB. To obtain any reimbursement thereafter, the sponsor shall:\n\n1. Pursue a legislative exception to the moratorium on construction and reimbursement of construction costs; or\n\n2.
