A detailed compilation of the problems, needs, opportunities, and conditions of youth in the community that is based on:\n\na. Youth-service agencies' opinions;\n\nb. An analysis of public opinion;\n\nc. An analysis of youth attitudes and behaviors; and\n\nd. An analysis of available current archival data.\n\nAt least  two of the above components shall be updated, at a minimum, every two years with the resulting updated information being incorporated into the  Biennial Comprehensive Plan. All four components shall be updated over a four-year cycle.\n\n2. A comprehensive inventory of current programs and resources affecting youth, including:\n\na. Identifying information;\n\nb.
