Be a domiciliary resident of Virginia;\n\n2. Be a first-time entering freshman no earlier than fall 2007;\n\n3. Have received an associate's degree at a Virginia two-year public institution of higher education;\n\n4. Have a cumulative grade point average of at least 3.0 on a 4.0 scale upon completion of the associate's degree program;\n\n5. Have enrolled into a participating institution by the fall or spring term following completion of the associate's degree;\n\n6. Be enrolled for full-time study in an approved course of study;\n\n7. Have applied for financial aid by completing the FAFSA by the institution's published deadline;\n\n8. Demonstrate financial need; and\n\n9. Have complied with federal selective service registration requirements, unless the following apply:\n\na. The requirement to register has terminated or become inapplicable; and\n\nb. The student shows by preponderance of the evidence that failure to register was not a knowing and willful failure to register and that the student complies with federal selective service registration requirements prior to disbursement of funds.","path":["Title 8.
