Nothing in this chapter shall be interpreted to affect the rights of a private property owner.\n\nB. A permit by rule shall be required for small energy storage facilities with a disturbance zone greater than 10 acres.\n\nC. Facilities with a disturbance zone less than or equal to 10 acres shall comply with the requirements of 9VAC15-100-130.
