The department shall review and evaluate the  components of the Voluntary Remediation Report submitted by the participant. The department may request additional information, including sampling data  from the site or potentially affected offsite areas  to verify the extent of the release.\n\nB. The  department may waive or expedite, as appropriate, issuance of any permits required to initiate and complete a voluntary remediation. The  department shall, within 120 days of a complete submittal, expedite issuance of such permit in accordance with applicable regulations.\n\nC. After receiving a complete and adequate report, the  department shall make a determination regarding the issuance of the certificate to the participant. The determination shall be a final agency action pursuant to the Administrative Process Act (§ 2.2-4000 et seq. of the Code of Virginia).","path":["Title 9. Environment","Agency 20.
