Discharges covered under this section. The requirements listed under this section apply to stormwater discharges associated with industrial activity from facilities engaged in the following activities: manufacturing asphalt paving and roofing materials, including those facilities commonly identified by SIC Codes 2951 and 2952; portable asphalt plants (also commonly identified by SIC Code 2951); and manufacturing miscellaneous products of petroleum and coal, including those facilities classified as SIC Code 2992 and 2999.\n\nB. Limitations on coverage. The following stormwater discharges associated with industrial activity are not authorized by this section of the permit:\n\n1. Stormwater discharges from petroleum refining facilities, including those that manufacture asphalt or asphalt products, that are  subject to effluent limitation guidelines for the Petroleum Refining Point Source Category (40 CFR 419);\n\n2. Stormwater discharges from oil recycling facilities; and\n\n3. Stormwater discharges associated with fats and oils rendering.\n\nC. Numeric effluent limitations.
