A formal hearing may be held to consider appeals from certain actions of the board or the executive secretary taken without a formal hearing, as provided by § 62.1-44.25 of the Code of Virginia, and may also be held for other purposes, and must be held prior to the issuance of a special order under § 62.1-44.15(8) of the Code of Virginia, unless the owner consents to the issuance of a special order without a hearing.","path":["Title 9.
