The applicant or permittee shall be a party to the public hearing. All other persons who desire to submit written or oral factual data argument or proofs may do so, subject to the terms of the hearing notice and the applicable provisions of this section.\n\nB. For the purposes of the public hearing, parties have those rights enumerated in § 9-6.14:11 of the Code of Virginia.\n\nC. Oral cross-examination will not be permitted, but any person may submit written questions to the hearing officer, who, subject to his ruling as to their relevance and propriety, will propound them to the witness.","path":["Title 9.
