Any architectural coating that is sold or manufactured for use exclusively outside of the Northern Virginia, Fredericksburg, and Richmond Volatile Organic Compound Emissions Control Areas or for shipment to other manufacturers for reformulation or repackaging.\n\n2. Any aerosol coating product.\n\n3. Any architectural coating that is sold in a container with a volume of one liter (1.057 quart) or less.\n\nB. For purposes of this article, the terms \"supply\" or \"supplied\" do not include internal transactions within a business or governmental entity. These terms only apply to transactions between manufacturers/commercial distributors that sell, or otherwise provide, products to businesses/governmental entities/individuals.","path":["Title 9.
